AQIS EXDOC Scheduled Outage

Subject: EXDOC outage Tuesday 9 December 2008 - 6-10pm Canberra time

To All EXDOC Users,
 
We have been notified of some significant work taking place in tomorrow nights outage window that will affect EXDOC. We have been advised they may need to bring the system down earlier than usual to perform some upgrades but we are currently negotiating start times to try to minimise the impact on clients. We have been advised the system will be bought down at 6:00pm Canberra time and remain unavailable until 10:00pm.
 
The start time may change depending on what is negotiated but as it stands the outage will be from 6-10, I will advise of any changes to these times.
 
The EXDOC service status website has been updated to reflect the scheduled outage.

Effective 1 January 2007 the Australian Bureau of Statistics introduces a new list of AHECC codes. 826 previously existing AHECC codes have been deleted and 1036 new codes have been added.

 Export-It users of affected AHECC codes must make this change!

Customs Type 3 Certificate Rollover

On 8 November Australian Customs announced the early replacement of their Type 3 Digital Certificate used to access the CMR-ICS system. And on 21 November Customs sent a reminder of the need for ICS users to rollover the Customs Type 3 Digital Certificate on the night of 27–28 November.

 Export-It users of CMR-ICS must make this change! 

Syscob sent notification of the need for this change, with links to the needed files and a guide for performing the rollover in Export-It, on 10 November to all Export-It users on the update notification list. If you did not receive this notification via email then click here to request a copy. Or send an email to support@syscob.com.au or call support on (03) 9731 0762 between 8AM and 5PM on weekdays.

Secure EDI [SEDI] email communications requires that the Export-It site and the Customs CCF gateway be using the same Customs Type 3 Digital Certificate to encrypt/decrypt interchanges. Failure to perform the rollover as instructed in the Syscob guide will result in loss of communications between Customs and the site's Export-It software! Export-It users of CMR-ICS for EDNs or sub-manifests must perform this rollover in synchronization with Customs.

The rollover is a simple process. It does not involve the site's Type 3 DC (which was probably renewed and replaced in the last six weeks), but simply changing the Customs Type 3 DC — as was last done in January of 2005. The Syscob guide has step-by-step instructions, with screen captures of every step, to simplify the process. Please follow this guide for a worry-free rollover.

NOTE: Export-It sites which do not use Customs CMR-ICS for direct EDNs or other Customs documents do not need to worry about this change. For example, if EDNs are obtained via an SEW-type of RFP, or by means other than Export-It (such as via Customs Interactive or a third party), then this rollover may be ignored.

After ringing the 1-Stop helpdesk directly we have been informed that they are unable to respond to any emailed PRA requests due to a "Massive systems failure" on their  system which affects EDI emailed PRAs and the 1-Stop website.

The helpdesk personnel went on to say that port operators have reverted to paper ERAs.

No estimated time to resolution was given.

Please be advised that on Sunday, 25th of September, all 1-Stop facilities
will be unavailable 6 hours, between 1400hrs and 2000hrs Eastern Standard
Time.

The outage is to facilitate upgrades and additions for CMR Imports. During
this time, all 1-Stop messaging and web applications will be unavailable. We
recommend that any required messaging is carried out prior to the outage.
During this time, messages will queue and processing will recommence on
completion.

EXDOC Fish Alert!

AQIS have just advised the following...

As you may already be aware the Fish Exports Program conducted a mass mail out to all Registered Establishments, on 19 May 2005, in regards to the introduction of the new Orders. At this stage AQIS is concerned to ensure that all registered establishments, this includes vessels, have food safety plans to cover their processing operations before 1 July 2005.
 
Currently there are 440 establishments who do not have required food safety plans in place,  that is they do not have an FPA, PFPA or AQA. If AQIS does not receive an application for an FPA, a process flow chart and a HACCP table from these 440 establishments by 1 July 2005,  then the establishments may be suspended from exporting. This may affect your business as you may source product from one or more of these establishments. 
 
We ask all EXDOC users, especially exporters sourcing from external establishments, to ask clients before purchasing product whether they have an FPA, PFPA or AQA system in place. If the client is unsure,  you run the risk of purchasing product which may not be eligible for export.  In such cases please refer your clients to local AQIS Fish inspector for assistance now. 
 
After 1 July 2005, if an establishment is suspended from exporting and you attempt to raise documentation on their behalf you will encounter errors on EXDOC and will be unable to raise an export permit. This may result in the unloading of containers to remove affected product or containers having to be removed from ships or aircraft prior to export which may result in cost being incurred.
 
At audit any manual documentation (EX222) authorised, which contains product sourced from a suspended establishment may result in sanctions being imposed by AQIS.  So please, it is important that this information is passed on to your clients to avoid disruptions after 1 July 2005.

CMR-ICS Proposed Industry Test Outage - 9/5/2005

The Australian Customs Service would like to provide advance notice that the
Industry Test Environment in the ICS will be unavailable on Monday May 9th,
2005 from 1700 - 2100.

Customs will be introducing a package of performance tuning changes to the
Industry Test Environment at this time. There are no program code changes
involved and the functionality of the system will not be impacted.

The timing of the deployment of these changes will take place so that it
causes minimal impact to our clients. We apologise for any inconvenience
caused by the unavailability of the Industry Test Environment during this
time.

Formal ACS ICS Outage - 9 January 2005

All,

Customs will be promoting the latest version of the ICS into Production on Sunday, 9 January 2005.  This promotion will take approximately 8 hours and is scheduled to commence at 11pm Eastern Summer Time Saturday 8 January and conclude at 7am 9 January 2005.

The outage will affect a number of flights departing Australia for which the issuing of contingency releases may be required.

This outage will be handled under formal Business Continuity processes (BCP), which require that Export Declarations, Export Sub-Manifests and Departure Reports for vessels and aircraft be lodged with Customs in exchange for Contingency Customs Authority Numbers (C-CANs).  A copy of this plan, and the forms required for lodging Export Declarations, Sub-Manifests and Departure Reports, is available on the Customs CMR Website www.customs.gov.au/site/page.cfm?u=4955 or by following the links to CMR,
Exports, Contingency Arrangements. 

The following arrangements will apply:

* Customs will not be staffing regional office counters
* Urgent lodgements may be made by facsimile to Cargo Systems Support on 02 6122 5534
* All support requests during this period should be made to 1800 022 267

1-STOP and Voyage number ERROR messages

1-STOP have informed Syscob Pty Ltd that...

There have been quite a few PRA rejections to do with incorrect voyage numbers. This is how they are checked within the Terminal systems...

Both P&O and Patrick Stevedores business rules are the same.

If it is an exact match for the Lloyds number they accept it.

If no match then strip leading zeros and trailing alpha characters and try to match again. (i.e. try to match just the numeric part other than the zeros)

If no match then reject.

If the voyage number has a preceding letter eg V0416 it will get a rejection unless it is an exact match.

Also watch for voyage numbers that start with the letter O (for Out) eg OA418, if these are sent with the number zero (as in 0A418) it will get rejected as it is not an exact match, and even when the leading zero is stripped off it becomes A418 and is still not a match.

AQIS have announced that due to computer room maintenance AQIS systems including EXDOC will be unavailable on Tuesday 24 August 2004 between 20:00 and 02:00 (Eastern Standard Time)

A reminder again that an earlier EXDOC outage will still take place on Tuesday 10 August 2004 from 20:00 to 22:00 (Eastern Standard Time)

This will affect all users of EXDOC and messages will not be processed during this time.

PRA Implementation date Postponed until 01-Sept-04

Shipping Australia advises that the scheduled implementation date for electronic PRA’s has been put back by 1 (one) month from Monday 2nd August to Wednesday 1st September 2004. This will be the final date where paper ERA’s will no longer be received by Container Terminals.

Beyond 1 November 2004 paper ERA’s will no longer be accepted at the following Terminals:- Sydney – Port Botany, Brisbane - Fisherman’s Island, Melbourne - East and West Swanson dock, Port Adelaide and Fremantle - North Key terminals. Empties will still be received by paper ERA’s until further notice.

AQIS confirm that the communication link between AQIS and Customs has been reconnected and for the last couple of hours They have been successfully receiving messages from Customs.

EXDOC SEW unavailable until further notice

AQIS advise that EXDOC's link to ACS for Single Electronic Window (SEW) is down and it seems to be the same problem that has been occuring since last Friday 11 June 2004.

It would be best for all EXDOC requests to Customs be made direct to ACS instead of via EXDOC.

This problem is being looked at by the EXDOC team and advice will be posted here when SEW is up and running smoothly again

EXDOC unavailable Sat 26 June 2004 for 12 hours and changes to Fish export rules

AQIS will be putting a new version of EXDOC which includes errata 14 into their Production system which also includes the migration of EXDOC onto the new SQL Server platform and therefore will take several hours to complete. The Production Promote with take place on  Saturday 26 June 2004  from  12noon (Eastern Standard Time) until 12midnight (EST). During this time EXDOC will be unavailable and clients will need to have alternative arrangements in place to complete their export documentation.

Other changes for Fish Clients will be :

- RFPs cannot be lodged after departure date
- RFPs cannot be amended or completed after departure date
- EXDOC functionality has been enhanced to allow for electronic billing of verification charges.

The third change has been included, to recover costs for the amount of time spent by Fish inspectors authorising RFPs on behalf of clients eg a client has no active EDI User or AQA ID. We expect this to affect a small minority of clients.

CMR Implementation Dates Change

Customs have changed the implemention dates for CMR as outlined below.

The introduction of the exports release of Customs new Integrated Cargo System (ICS) was scheduled for 1 December 2003. To ensure the first significant release of the system is as robust as possible and to minimise disruption to the trading community, the date of introduction has been postponed to 1 March 2004.

 As you are aware, Customs CMR project will be implemented in a series of phases. These phases cater for the gradual introduction of legislative amendments and the ICS. As a part of the CMR project Customs is closely examining how best to assist industry prepare for and implement the ICS and associated legislative changes. 

 Over the past months representations have been received from industry on the timing of the exports release of the ICS, particularly in connection with the busy trading period in Australia and the Pacific region over December and January. Delays have also been experienced by Customs in the development of its complex new IT software.  Acknowledging these competing demands, Customs has agreed that it is appropriate for the full introduction of the ICS export release to be moved.

 The system will still be available to developers for export testing purposes for 6 months commencing from 18 August 2003.

 Earlier consultation with industry showed that a two-week transition period prior to cutover would be appropriate.  Consequently the new system will now be available for reporting from Monday 16 February, with full cutover from the existing system (EXIT) to the new system required from Monday 1 March 2004.

 In line with this adjustment, timing of later phases of the ICS and associated legislative changes is also to shift slightly.  This includes the timing for the introduction of the import component of the ICS. Partial testing of imports functionality will commence by 1 December 2003.  Full final cutover to the new system is to be deferred one month to maximise the remaining time for industry to prepare prior to the statutory deadline of 21 July 2004.

The dates for the phased implementation of the CMR project are as below.  The precise dates for the imports cutover will be finalised after further consultation with industry.
